 Lake to remain full all year 'round?

I'm hearing rumors that as part of the decision to go forward with the new resort and marina, the developers have struck a deal with TVA to maintain near full pool lake levels the entire year.

Anyone able to substantiate this? I'm tempted to discard it out-of-hand, yet I believe TVA does have leeway to justify altering lake level regulations if they deem it appropriate for commercial enterprise of sufficient benefit. Further, it never made sense to me that the developers would want to spend this kind of money on a resort that borders a mudhole for six months out of the year. Maybe it has legs?

They can dig and put a sea wall in to create year round deep water in front of the resort. But Id like a full time full pool.
